Dear Sir,

My name is Dr. Hammed Buber, Director of Foreign Contract Payment
(Presidency Office). On going through list of unpaid contractors, I
discovered an unpaid contract fund belonging to a Foreigner who is
registered with the Nigerian National Petroleum Corporation as a contractor
on category A.

The late Engineer (Name Withheld) was a contractor with the Nigeria National
Petroleum Corporation; he was awarded a contract for supply of Oil Pipe
Line, Construction and Maintenance of 250 Million (LPG) Gas Plant at Warri
Refinery in the year 2000 at the cost of Two Hundred and Seventy Million
United States Dollars (US$270,000,000.00). He successfully completed
executing of the contract last two years and was waiting to receive his
contractual balance payment from the Federal Government of Nigeria when he
and the wife was involved in a motor accident along Port Harcourt Expressway
which resulted immediate death.

On resume of office last year, the Federal Government Approved payment of
both Foreign and Local contractors including the late engineers contract
fund. Since then my office has been in constant contact with the late
engineer’s personal attorney to trace any of his family or relative for the
claim of the fund to no avail, our effort has been unsuccessful. More
worrisome is that the Federal Government will cancel and return back the
fund into treasury account at the end of this month as unclaimed fund.

Since it has becomes impossible locating any of the late Engineers
relative/family for the claim, I have make agreement with his attorney to
seek assistance of a trustworthy person who could help us to receive the
fund as nest of kin to the late deceased. However, we have agreed to give
the person 40% of the total fund, while the balance will be for us.
